Yemen: Al Hudaydah Displacement/Response Update, 07 – 13 Sep

Over the week, the situation intensified in Al Hudadyah with the Government of Yemen Forces backed by SLC (Saudi-led coalition) advanced its military operations towards the entrance of Al Hudadyah city in Al Hawak district affecting the main road connecting Sana’a with Al Hudaydah governorate. The humanitarian community has been vocal in calling on all parties of the conflict to respect their obligation and responsibility to protect civilians in accordance with International Humanitarian law and guarantee the safety, security and freedom of movement of humanitarian personnel. Heavy air strikes and shelling have so far resulted in the displacement of about 500 families from the villages of group Olia, group Sofla and Alkembaha into Al Hudaydah city. Authorities suggested accommodating the new IDPs in factories but it was pushed back in order to ensure that families are provided with safer shelter solutions. It was reported that the internet connection speed was very slow in Al Hudahdayh during the past two days that challenge communication. Lack of mattresses delayed several distributions of NFIs (Non-Food Items) targeting 11,000 families assessed by Partners in Al Hudaydah and Hajjah governorates. NFIs distributions were completed by UNHCR through JAAHD (Jeel Albena Association for Humanitarian Development) for 659 newly displaced families and EESKs (Enhanced Emergency Shelter Kits) for 288 IDP families in Ad Dahi district (AlHudaydah). IOM started the transfer of cash grants for rental subsidies to 750 IDP families in Bayt Al Faqiah district. The NFIs and Shelter assistance provided newly displaced families with the lifesaving support required to alleviate their suffering.

Aden Hub .
The security situation in Aden hub have seen improvement when it comes to civil disobedience and roadblocks. The civil disobedience was limited to Sunday’s and roads were re-opened. The tension among people was highly observed due to the sever plunge of Yemeni Riyal against foreign currencies which affected the overall prices. Partners reported resumption of their regular humanitarian programs as the security situation improved. It was reported that due to the security situation in AlHudaydah, 150 families have displaced into Al Khawkhah district, 31 families in Al Mukha (Taiz), 175 families in Al Dhale’e governorate and 35 families in Shabwah governorate.
Transfer of the cash grants for rental subsidies have started by UNHCR through Al Amal Bank for 1,784 IDP families in Aden and Lahj governorates and 245 families have received the cash grants so far. The cash grants enabled the families to continue living in their preferred shelter solution and prevented other families from being evicted due to the nonpayment of the rent.

Ibb Hub .
The Shelter/NFI/CCCM Cluster through its Partner IYCY (International Youth Council –Yemen) completed the distribution of family tents to 289 families in Al Ma’afer district (Taizz) with stocks donated by DFID (UK Department for International Development). The IDP families were living in dire shelter situation in the IDPs hosting sites since their previous makeshift shelters were destroyed because of the heavy rains that occurred four months ago. The tents provided the families with adequate shelter that provides protection from the elements, a space in which they can live and store belongings, and privacy, comfort and emotional security.

Sanaa Hub .
The provision of alternative shelter solution for over 300 IDP families who fled the conflict in Al Hudaydah recently and resided in 9 schools in Amanat Al Asimah are running smoothly whereby 3 schools have already been vacated since IDP families were provided with cash grants for rental subsidies to enable them to find safe shelter for a period of time. This came as an urgent solution for those hosted in schools, as these facilities need to be vacated and made ready to start the school year.NFIs distribution completed by UNHCR through ADRA for 1,094 families in Dhamar City and Wusab As Safil districts and EESKs to 39 families in Wusab As Safil district. SYDF (Sama Al Yemen Development Foundation) completed the transfer of cash grants in lieu for NFIs to 310 families in Maghirib Ans, Mayfa’at Anss and Utmah districts (Dhamar). The NFIs assistance provided the families with access to the essential household items.
